The ’s Fiscal and Operations Division has a fantastic opportunity for an experienced Governmental Auditors to join an excellent team. These are Full-Time, Permanent, Classified position with the Office of Program Integrity (OPI).

What you will do

As a government auditor, you will conduct compliance audits of providers participating in Medicaid programs by performing audits of simple and complex issues of different provider types across Fee-For-Service and Coordinated Care Organizations (CCOs) to ensure compliance with federal and state Medicaid rules and regulations. The audit function is designed to detect, identify, and deter medical program fraud, waste, and abuse, and to monitor and ensure provider compliance with federal, state, and agency rules and regulations.

In addition, auditors are also responsible to educate providers, CCOs, and other organizations of the audit process, interact with OPI federal and state partners, ensure excellent communication, have an analytical mindset, professional judgement, and problem-solving skills. The work of this position is fairly independent and will engage and collaborate in all activities and projects assigned to OPI. 

This position is critical to the integrity of Oregon’s Medicaid funding, which ultimately impacts the health and access to services by over one million Medicaid beneficiaries in Oregon, who originate from racially, ethnically, culturally, gender- and ability- diverse communities throughout the state. It is critical that the incumbent have experience in and can demonstrate understanding of OPI’s role in advancing health equity and addressing systemic health disparities.

What we are looking for:

  • A Bachelor's degree in a business-related field, such as business administration, public administration, finance, economics, computer science, etc., AND two years of auditing experience.

OR

  • Twenty quarter hours of college courses in a business or financial field such as the areas listed above AND two additional years of auditing experience may substitute for the degree.

  • Successful completion of the duties and training as an Oregon Governmental Auditor (Entry) will substitute for one year of auditing experience.

  • Transcripts must be submitted for all required or related courses.

Desired Attributes:

The most competitive candidates will possess several of the following attributes, experience, and knowledge:

  • Experience in using Generally Accepted Governmental Auditing Standards as prescribed by the U.S. Government Accountability Office, also referred to as the Yellow Book.

  • Skill in auditing techniques:

    • reviewing and analyzing accounting records and program data;

    • collecting evidence, documenting work papers appropriately and identifying audit exceptions;

    • conducting interviews, inquiry, and communication with auditee personnel at various administrative levels;

    • developing computer assisted auditing techniques;

    • analyzing and evaluating the results of statistical samples to support audit findings.

  • Experience in risk analysis for evaluation of internal and management controls.

  • Experience within the Behavioral Health field.

  • Experience in provider healthcare billing

  • Holds certification in a coding or auditing discipline.

  • Skill in oral and written communications, preparing clear and concise reports and effectively communicating problems and recommendations, in support of audit findings.

  • Skill in presenting audit findings (e.g., graphs, charts, etc.).

  • Skill in researching compliance and operational issues and State or Federal regulations applicable to the organizational unit under review.

  • Excellent customer service skills.

  • Ability to manage multiple audits and other projects and be able to organize and prioritize work to meet deadlines and have flexibility and work demand tolerance.

  • Must be proficient in Microsoft Office products such as Outlook, Word, Excel, Teams and PowerPoint.

  • Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
