Job Summary:

The H2O Program Manager will oversee the development and implementation of the Housing and Health Opportunities (H2O) program. The H2O Program Manager will participate in leadership decisions, they will develop policy and procedure for the implementation of the Housing and Health Opportunities (H2O) program. They will supervise a team of staff dedicated to the implementation and oversight of the program. This includes maximizing housing statewide for AHCCCS members, ensuring contractor accountability and applying innovation to the program through continuous improvement and community engagement. The position will require travel for conducting monitoring of programs statewide, it may also require travel out of state for presentations.

Major duties and responsibilities include, but are not limited to:
• Supervise a team of staff dedicated to the implementation and oversight of the Housing and Health Care Opportunity (H2O) program. This will include H2O Program Manager who serves as a liaison between the H2O-Program Administrator, RBHA's, TRHBA's, PHA's, Housing Providers, members and their families. Will also supervise staff who oversee the data and evaluation of the program, as well as staff who provide programmatic insight for program improvement in interventions such as outreach, pre-tenancy/tenancy support services.
• Manage contract compliance for contractors working on the program. Provide oversight of monitoring and review of program expenditures for approval including review and reconciliation of invoices and other deliverables. Coordinate with AHCCCS Finance and Grants Departments on fiscal accountability and reporting. Oversight and monitoring of contractor expenses and utilization against the budget. Provide oversight of data evaluation, management, and other standard program and operational reports including (Arizona Management System (AMS) outcomes and standard reporting). Ensure legal and programmatic compliance of H2O programs including providing oversight of staff conducting contractor and housing provider site visits, file reviews, and member surveys. Review and provide necessary feedback to H2O related member grievances and appeals that escalate to state level.
• Maintain and update H2O Program Administrator and MCO contracts related to housing, ACOM 448 Policy, AHP Guidebook and Operations Manual, as well as updates to other policies and procedures. Assist in the development of policy and procedure to support H2O program implementation and ensure it aligns with CMS standard terms and conditions as well as applicable federal and state policy. Monitor policy and procedure throughout demonstration period to make necessary adjustments as needed.
• Participate in federal, state, local, and internal AHCCCS initiatives and collaborations to develop and maintain housing collaborations and partnerships to increase housing resources for AHCCCS members. This includes participating in work groups, technical assistance opportunities to align AHCCCS policies with community adopted best practices. Participate in State and National presentations about AHCCCS H2O and Housing program upon request.
• In partnership with other AHCCCS divisions, provide oversight of the implementation and operationalization of potential program expansion of housing subsidies and supports including potential waiver, grant, or state funded resources. Support the development of grants, funding requests, reporting, or other materials related to requests for or implementation of new programmatic housing funding opportunities. Partner with other AHCCCS divisions to manage efforts to evaluate and improve supportive service coordination with housing programs including providing data coordination support.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Housing First and other evidence-based practices related to development, financing, and programming related to housing and services for special need or vulnerable populations (e.g., persons with disabilities, persons experiencing homelessness, persons with behavioral health diagnoses)
• Medicaid systems of care and supportive services reimbursement
• Private and public sector housing and program funding and finance practices including federal, state, local, and private sector grants or programs
• Program research, development, and evaluation including data analysis, logic models, and performance improvement
• Government statutes, policies and contracting including review, drafting, updating, implementation, and compliance of statutory criteria
• Contract accountability and monitoring including review of written financial, programmatic, and operational information and data, site inspections, and consumer and stakeholder feedback

Skills:
• Strong organizational and project management skills
• Plan and manage multiple projects, facilitate stakeholder input and meetings, create and organize documentation, track and follow up to maintain progress on short and long term goals, and work closely with both internal and external stakeholders to ensure projects are completed in a timely manner and within all project parameters

• Empathizing with and a willingness to understand and address the needs of program members to be served

Qualifications:

Arizona Drivers License

Minimum:
• Four or more years experience in housing and homelessness services, understanding of the Arizona Medicaid system and Arizona housing and homeless services continuum.

Preferred:
• Bachelor's Degree in Public Health, Public Administration, Social Work, Psychology, or a related field and 2+ years experience in housing and homelessness services. (e.g. HUD, Continuum of Care, Grants and Human Services, PHA, PSH)

Pre-Employment Requirements:

• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code .) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
