If you answered "yes" to the questions above, please read on We are searching for a motivated and customer service-oriented individual with strong communication and interpersonal skills to join our team as Permits Specialist with the Development Engineering Program at the Clackamas County Department of Transportation & Development. If selected for this position, you will serve in a key role as the first contact for the general public. Your main focus in this position will be to provide assistance in the application and issuance of Engineering permits. Another critical component of this position is informing the public of regulations that pertain to the permit process. During the permit intake process, you will also be responsible for ensuring their accuracy and completeness. You will have the opportunity to work with the ACCELA permitting system and the Development Direct/Project Dox permit review software to accomplish the critical duties of this position.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position A minimum of one (1) year of experience providing excellent customer service to the public as well as to other external and internal stakeholders within various levels of an organization, including experience working with people who are experiencing extreme emotions or stress A minimum of one (1) years of experience writing clear and concise correspondence or letters A minimum of one (1) year of experience entering and retrieving data into/from a database A minimum of one (1) year of experience working with Microsoft products, such as Word and Excel Experience receiving and processing payments and balancing financial transactions Experience working with electronic and/or paper file management and record keeping systems 

Preferred Special Qualifications/ Transferrable Skills:*

Experience as a Permits Specialist, Permits Technician, or a related position in a permitting field within a jurisdictional Engineering or Public Works Department A minimum of one (1) year of relevant experience in the construction industry, reviewing information for compliance with various federal and/or state codes, rules, laws, and/or regulations A minimum of one year (1) year of experience in processing permit applications, including reviewing construction documents, site plans, and permit applications for completeness and compliance with State and County codes, ordinances, and/or regulations Experience determining when State or other agency permits are required before a local permit can be issued, and referring customers to the appropriate agency Experience identifying which plans require approvals from other state, county, or municipal organizations before submission for plan review Experience using an electronic plan review and permitting system, such as Accela, Project Dox, or other similar systems

Duties may include but are not limited to the following:

Provide assistance at front counter, over the phone, and via email to the public regarding general engineering, road right-of-way, permits, permit processes, requirements, standards, and information relating to permits issued by Development Engineering Intake, screen, process payments, and issue all permits related to Development Engineering including Right-of-Way Permits, Entrance Permits, Utility Permits, and Development Permits Review and provide comments on Building permits as they relate to Development Engineering Research computer records, files, and other source material for information. Research county records and respond to customer inquiries Accept and verify cash acknowledgements, sureties, and bonds associated with Development Engineering permits Participate in developing clerical procedures, routines, forms, and record keeping systems which assist in the permit process

REQUIRED KNOWLEDGE AND SKILLS

Knowledge of: County codes and ordinances; County permit process, procedures and requirements; standard office practices and procedures; business English, spelling and arithmetic; recordkeeping and bookkeeping methods and procedures.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. 

This position is eligible for hybrid on-site/telework subject to the and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
