GENERAL DESCRIPTION

: Performs advanced (senior-level) customer service licensing and permitting work. Work involves overseeing the receipt and review of license and permit applications; ensuring compliance with applicable policies, administrative codes, and state statutes; communication with external and internal customers; and approving licenses and permits. Coordinating external customer service support and receiving and responding to public inquiries. May assign work, develop schedules, and supervise work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met. 

ESSENTIAL DUTIES:

1. Oversees the receipt and review of license and permit applications, revisions, and renewals; reviews license and permit applications, payments, and technical data required for licenses and permits entered into appropriate computer applications, databases, and systems for accuracy and completeness; ensures compliance with administrative codes, state statutes, and agency policies and procedures; evaluates records associated with license and permit applications, fee payments, and violations, and reviews necessary forms to approve or deny licenses and permits; evaluates and tracks applications and responses to notices of deficiency.

2. Respond to inquiries from general public regarding driver license laws, safety responsibility, and procedures during inclement weather and unsafe road conditions. Provides administrative and technical assistance to license and permit requirements to the general public; answers questions regarding license and permit processing, policies and procedures.

3. Screen applicant, process transactions, administer driving test, prepare application form, and collect fees. May interpret and/or administer oral test to Spanish speaking applicant or customer who may not read.

4. Determine legal need and requirement of driver license and identification card applicant. Certify driver as reasonable risk or disapprove as unreasonable risk. Advise applicant of suspensions, cancellations and revocations, and advise driver how to qualify.

5. Administer training program. May train staff to conduct investigations, on-the-job training, or remedial training.

6. Coordinate activities and work schedules, approve leave requests, report personnel matters, and perform record keeping and bookkeeping.

7. Provide information to field office on process for Limited Term, Commercial Driver License (CDL), Medical Advisory Boards (MAB), and Court Administrative Hearing.

8. Conduct confidential investigation of potential criminal activity or policy violations. Investigate Minor Restricted Driver License application and recommend approval or denial. Investigate questionable records and/or false statements.

9. Recommend official action for driver whose performance needs improvement. Recommend license revocation of unsafe driver. Carry out driver improvement assignments in accordance with Department policy.

10. Inspect and validate license application, driver education certificate, school attendance form, insurance document, registration, and notarized forms; accurately enter source document data into state records.

11. Interpret National Driver Records (NDR), Problem Driver Pointer System (PDPS), and Commercial Driver License Information System (CDLIS) inquiries to determine license eligibility.

12. Prepare report of collected fees and issued licenses; calculate and record total fees received; make deposits and transfer funds. Collect license fees and prepare receipts; balance monies received and receipts issued; may administer and monitor fee programs; capture photographs of applicants, signatures, and thumbprints.

13. Keep records and prepare daily work reports for work performed and hours expended.

14. Record comprehensive observations and documentation of fugitives from justice, when detected in the driver license office and relay this information to law enforcement personnel to aid in fugitive apprehension.

15. Testify for Department in administrative, driver improvement, safety responsibility, and judicial hearings as requested by the administrative hearing officer or the court.

16. Inspect and verify safety, financial responsibility, and registration of motor vehicle prior to road test. Observe applicant during road test, independently score abilities and personally inform applicant pass/fail status.

17. Observe and assess basic physical driving capabilities; report any hearing, mental, visual, or physical restrictions, and potential driving limitations due to various medications and dosage quantities. If needed, refer applicant to the Medical Advisory Board. Prepares supplemental forms as required.

18. May represent Department on employment Selection Boards and assist with applicant testing.

19. May assign and/or supervise the work of others.

20. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

21. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from High School Diploma/equivalent. Graduation from a two-year college or equivalent is generally preferred.

Experience – Minimum of two (2) years experience involving customer service, clerical, administrative, technical support work, driver license laws, rules and regulations and conducting skills testing or issuing driver licenses and identification cards.

Licensure and/or Certification – Valid Texas driver license is required. If hired with a valid out of state driver license, a Texas license must be obtained within ninety (90) days of moving to Texas. If moving within the state of Texas, a valid Texas license must be obtained within thirty (30) days.

The Basic Driver Examiner Certificate (BDEC) and the Certified Commercial Knowledge Examiner (CCKE) is required and must be valid. Must re-certify based on Federal Motor Carrier Safety Administration requirements to remain qualified for the position.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. 

Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. 

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule – This position requires the possibility of extended work hours as early as 7:00 am to as late as 10:00 pm. Weekend work may be required.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
