Nemean Solutions, LLC is looking for a Test and Evaluation Specialist

Background:

The contractor shall provide comprehensive systems and software engineering, program management, technical, and analytical T&E support services to the Department of Homeland Security, Customs and Border Protection, Operations Support (OS) performing Operational Test and Evaluation of new and existing DHS/CBP acquisition programs, projects and systems. The contractor shall also provide full spectrum software engineering support for process improvement at the organizational level.

Requirements and Qualifications:

  • Develop and if necessary present test planning briefings, including test concept brief and test event schedule(s).
  • Analyze and submit test methodologies; detailed test procedures; test scenario descriptions; test measures; test risk, limitation, and mitigation strategies; and test readiness and support requirements needed to complete the operational test plan (OTP).
  • Provide input for the development of operational test scenarios/demonstrations.
  • Perform site surveys on potential test sites and develop site preparation requirements, such as defining site-specific installation, integration, preparation of environmental permit plans, and integration equipment with equipment available from other agencies or host areas.
  • Provide environmental health and safety planning services for test programs addressing occupational health and environmental concerns.
  • Identify, describe, and/or apply distributed test techniques and real-time simulations to enable interactions among many users.
  • Identify and describe data requirements and specific data processing and analysis tools.
  • Identify and describe cyber resilience testing and analysis for systems as required.
  • Provide field operations services, such as deployment and redeployment; requesting, scheduling, and tracking of test equipment resources; identifying and preparing test equipment; computer systems design and engineering for test; network administration and system administration for test support networks and data management; and calibrating test instrumentation and site support equipment with onsite equipment and power.
  • Participate in the execution of test plans, data management and analysis plans, and detailed test procedures.
  • Use, develop, modify, and/or maintain the required automated data collection/reduction systems, to include developing interfaces with existing digital information stored on available databases. Analyze content for interoperability and compatibility with existing information (data) systems.

Security Clearance:

  • There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified. Contractors supporting this action shall be U.S. Citizens. A full CBP background investigation (BI) and CBP suitability clearance is required for employment on this contract.

Support Hours: The contractor is responsible for conducting business during core hours which are between 0900-1500. The government facility operating hours are between 0700-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

Place of Performance: The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at various locations and the contractor‘s corporate offices. Locations requiring support includes, but not limited to:

  • National Place: 1331 Pennsylvania Avenue, NW, Washington, DC 20229
  • Ronald Reagan Building: 1300 Pennsylvania Avenue NW, Washington DC 20229

Travel: The applicant may be required to travel to other locations within CONUS and OCONUS locations in support of this contract.
