Job Summary The Court Operations Supervisor works under the direction of the Court Executive Officer/Court Administrator and Assistant Court Administrator.

This position is responsible for personnel administration and development of the Judicial Specialists by supervising, counseling, motivating, training, scheduling, coordination, assigning, delegating, and evaluating work to assure the efficient day-to-day operations of the Court serving the cities of Kirkland, Clyde Hill, Medina, Hunts Point, Yarrow Point and Woodinville.

Duties and responsibilities include, but are not limited to, performing supervisory responsibilities, training, financial accounting, scheduling, and case management.

The Court Operations Supervisor is required to be acquainted with outside agencies and city, state and court policies, procedures, rules, and laws.

Responsible for highly technical, confidential, and complex knowledge of court operations and statewide legal regulations.

Distinguishing Characteristics:
Work is characterized by supervisory, administrative, professional, technical, and confidential duties in providing varied court services.

This position oversees the daily operations and work of the Court, with the exception of the Probation Division, which is supervised by the Probation Supervisor.

Essential duties and responsibilities may include, but are not limited to, the following:


Collaborates with the court management team to assist in developing short-range and long-range goals, strategic plans, best practices, and projects.

Recommends organizational changes for improving court operations.

Supervises, counsels, trains, and evaluates assigned staff; reviews work, provides work direction and guidance to staff; establishes work performance standards; conducts performance evaluations; participates in disciplinary actions.

Provides technical knowledge of court services and assists with managing the daily court operation.

Oversees the processes associated with the citations generated from the School Zone Camera Safety Program and work with the public and court participants to address questions and dispute resolution.

Communicates and reviews staffing assignments to ensure the daily scheduling needs are met for courtrooms and office coverage.
Assists with caseflow management; researches and conducts special projects and reports. Makes recommendations to court management.
Monitors daily courtroom calendars to ensure adequate caseflow management. Make appropriate changes as needed.
Monitors staff schedules to ensure efficient organization and completion of work.
Acts as a resource to other employees regarding the handling of complex or non-uniform situations and issues.
Assists with coordinating armed court security coverage with Kirkland Police Department.

Performs accounting functions including daily fine/fees receipting, reconciliation of bail trust and restitution accounts, review, and processing of customer refunds.

Reconciles and records daily deposits.
Serves as liaison with the collection agent to facilitate the collection of delinquent accounts and dishonored checks.
Initiates procedures for collections of accounts receivables to improve specific accounting processes incompliance with legal requirements.
Serves as liaison with applications including but not limited to JIS, OCourt, Sector and Ncourt.

Provides direction to support staff to ensure accurate information and assistance to all levels of court customers including attorneys, prosecutors, law enforcement, defendants, victims, state agencies, etc.

Reviews court forms for compliance with applicable rules and laws. Updates as necessary to comply with Washington State legislation.
Assists with development of Municipal Court web page, updating as necessary.

Researches and evaluates cases referred by the court staff to determine correct course of action in accordance with laws, rules court policy and procedures.

Applies understanding of legal terms and rules and advises defendant regarding proper course of action and legal requirements.

Provides technical assistance and coordination; serves as liaison between the Court, City Attorney's Office, Public Defender's Office, Police Department, and Jail regarding questions with court policies and procedures.

Oversees and follows compliance practices in accordance with the State Retention schedule.

Stays current on all job duties and responsibilities of the Judicial Specialist Leads and the Judicial Specialist and can perform the assigned duties as needed.

Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.

Qualifications

Minimum Qualifications:

Education:
Associate Degree.

Experience: 5+ years of progressively responsible experience in a judicial support position. Experience supervising or leading teams.

Licenses and Other Requirements:
Adhere to the Kirkland Municipal Court Professional Code of Conduct & Expectations for Court Employees.

Sign and abide by the Oath of Confidentially Agreement for Access to the Judicial Information System (JIS) Applications by the State of Washington Administrative Office of the Courts.

Become compliant with state and FBI CJIS Division policies and regulations, including verification of a state of residency and national fingerprint-based record check, maintain ACCESS certification through required testing and pass re-background check completed by the Terminal Agency Coordinator.

Physical Demands and Working Environment:
Work is performed in a typical office environment with moderate noise level and numerous interruptions, Monday through Friday. Variable hours may occur. Employees in this classification may be required to work varying shifts including nights and weekends as assigned by management.
