Duties

The Psychology Program Manager serves as Chief, Psychology Service for the Mann-Grandstaff VA Medical Center within the Behavioral Health Service at the Mann-Grandstaff VAMC. In this role, incumbent serves as a senior clinician, subject matter expert, and advisor to the Service Chief for Behavioral Health in all matters related to psychotherapy, counseling, psychological assessment, clinical care management, and all other psychosocial elements of mental health care. Duties will include:

Program Management (up to 50% of time):

  • Provides clinical oversight of all psychological and psychotherapeutic services at the Mann Grandstaff VAMC.
  • Works directly with the Psychiatry and Homeless Section Chiefs to ensure that coordination occurs across the continuum and ensures that all programs are implemented according to this model.
  • Develops, implements, and manages systems for assessing and monitoring clinical outcomes for psychotherapies and psychosocial interventions within BHS.
  • Develops and implements processes for improving clinical practices through clinical outcome data.
  • Coordinates clinical supervision of all psychologists, clinical social workers, mental health counselors, marriage and family therapists, trainees in any of these disciplines, and para-professionals within BHS.
  • Provides direct clinical supervision and coordinates clinical supervision provided by subordinate program managers.
  • Coordinates and monitors clinical training/development of all staff who provide intakes to BHS, psychotherapy, mental health assessments, care management, and other psychosocial services.
  • Guides all psychotherapy staff in application of evidenced based practice, clinical practices guidelines, and current psychological research to their clinical work.
  • Assures that mental health clinicians of all disciplines who provide psychotherapy and other psychosocial interventions meet the requirements of their respective professional qualification standards.
  • Provides clinical supervision to psychologists who work outside BHS, such as Home-Based Primary Care, Health Care Administration, or other settings.
  • Assists Medical Staff Office with credentialing process for all VAMC Spokane psychologists.
  • Oversees the credentialing and privileging of licensed psychologists and preparation of scopes of practice for dependent psychologists; conducts competency reviews for all psychologists.
  • Leads and/or provides oversight of administrative and rehabilitative interventions for psychologists with conduct problems or competency deficiencies; oversees the professional development of psychologists and master's level clinicians.
  • Oversees a section and serves as first-line supervisor to 44.5 mental health providers, with direct supervisory responsibility for the four program managers in Behavioral Medicine, Specialty Mental Health, General Mental Health, and Intake/Case Management -3.0 GS 14 Psychology Program Managers and 1.0 GS 12 Supervisory Health System Specialist.
Clinical Responsibilities (up to 40% of time):
  • Provides a full range of psychological services in keeping with facility's core privileges for psychologists, including a full range of psychotherapeutic interventions (including individual and group therapy modalities), psychological assessment techniques, and VA-supported Evidence-Based Psychotherapies (EBP's).
  • Leads service in application and clinical use of psychological assessment techniques, including clinical outcome measures and psychological tests integrated in the Electronic Health Record (EHR) through the Mental Health Assistant.
Academic/Teaching/Training (up to 5% of time):
  • Actively contributes as faculty member for VAMC's APA-accredited Clinical Psychology Internship Program.
  • Provides training and clinical consultation to psychiatry residents and trainees of other disciplines.
  • Provides training to medical, clinical, and administrative staff through the facility regarding psychological assessment and delivery of psychotherapy and psychosocial services.
  • Develops, coordinates, and monitors clinical training of all facility psychologists.
Other Significant Responsibilities (up to 5% of time):
  • Represents BHS and the Medical Center in the community, at professional events, and in conferences/meetings with higher ranking managers, with staff from other disciplines, with representatives of local public interest groups, and with congressional district offices and employees of State and local governments, as assigned by BHS Service Chief and facility leadership.
