The Chief Development Officer is a member of PH International's
Senior Management Team and leads U.S. and field-based teams in
designing and developing new funding and outreach opportunities and
the communications to support them.

PH International (Project Harmony, Inc.) is an international
non-profit with 40 years of experience focusing on civic
engagement, cross cultural learning, and increased opportunities in
the digital age. The U.S. headquarters is located in
Waitsfield, VT with field offices in Armenia, Republic of
Georgia, Moldova, and Ukraine, with projects implemented
globally.

The Chief Development Officer (CDO) will be based in the
Waitsfield office on a hybrid work schedule, and will work closely
with staff in our field offices and funding partners in other
countries to coordinate the development efforts. The CDO will be a
dynamic and creative individual with excellent technical writing
and communication skills. A solid understanding of program
development, implementation, and cross-cultural considerations is
essential. Experience with USG funding, compliance, OMB
requirements, and budget development is also essential. Working in
a fast-paced, deadline-oriented environment, the CDO will have
opportunities to lead and learn about new technologies and best
practices at the cutting edge of citizen engagement, exchange
programming, civic education, youth-oriented programs, cross-border
initiatives, legal education, and educational reform.

Position Responsibilities:

Research

Research and evaluate prospects for public and private sources
for restricted and unrestricted funds.
Research and network with NGO, private sector and other
institutional partners.
Research and quickly analyze diverse topics (history, best
practices, key partners, etc.).

Proposal Development
Lead proposal submission processes (U.S. Department of State,
USAID, foundations) within the framework of the organization's
strategic plan and mission and the experience and interest of
field-based teams.
Coordinate and lead proposal design in response to specific
funding opportunities working with the Executive Director, the
program team, and any partners.
Lead the development team in the preparation of proposal
budgets.
Package and submit proposal contents to meet donor
requirements.
Work closely with overseas staff in early stages of program
start-up to ensure alignment with approved proposals.
Oversee applications for grant revisions or renewals.
Lead the development of strategic concept papers for funding
opportunities.
Facilitate organization-wide collaborative development
processes across diverse geographic areas.

Senior Management
As a member of the Senior Management Team, work closely with
the Finance Director and Executive Director on strategic planning
as it pertains to organizational development goals.
Develop and expand funding source relationships and
professional networks, in cooperation with the Executive
Director.
Assist the Executive Director with implementation of public
relations and fund-raising objectives.

Communications and Marketing
Lead strategic direction of organizational outreach, websites,
social media, etc. to further illustrate PH's institutional
capacity and bring in new donors.
Understand and be prepared to present institutional history and
programs to donors and other interested organizations and
individuals.
Oversee marketing, including newsletters and other materials,
highlighting PH achievements to keep the organization present in
the eyes of supporters and donors.
Work with ED on communications and marketing to individual
donors and prospects.

Data Management
Track statistics relevant to organization-wide development
activities.
Work with development team to prepare a quarterly development
report for the Board of Directors and staff.
Work with development team to track and maintain individual
giving donations by fiscal year.
Ensure that the digital records for all proposals, donor files,
and communications/marketing materials are thorough and
organized.

Staff Development
Train and keep staff across all offices informed of development
processes.
Update relevant development sections of the PH Operations
Manual and HR Manual as needed.
Supervise home office development team staff (the Associate
Director of Fund Development and the Development &
Communications Manager).
Lead regular performance reviews of development staff.

Qualifications:
Minimum ten years of experience in proposal writing and
institutional development with demonstrated success in writing
winning proposals.
Skilled communicator with capacity to articulate PH
International's vision, mission, and programs.
Experience with USG donors, including USAID and U.S. Department
of State.
Experience with private and corporate foundations and an
established network of foundation contacts is a plus.
Experience living, working, and traveling abroad is a
plus.
Strong research skills and ability to process and organize
complex amounts of information.
Prior experience in fundraising and individual giving
(including planned giving) is a plus.
Solid experience in outcomes-based planning, monitoring, and
evaluation.
Proficiency in Word, Excel and MS Teams online collaboration
tools.
Personal and institutional networking skills a plus.
Ability to work independently.
Clear and persuasive writing skills, excellent English, and the
ability to edit other's work.
Ability to lead culturally diverse and geographically disparate
teams.
Creativity and flexibility in a dynamically changing and
deadline-driven work environment.
Solid organizational and administrative skills with strong
attention to detail.
Willingness to travel overseas one to two times a year for
field office visits.
Advanced degree in a related area.
U.S. citizenship/permanent residency (position will be based in
Vermont).

Up to $100K commensurate with experience. This is a hybrid
position with current in-office workdays on Tuesdays and
