Main Purpose of Job

A Procurement Officer Trainee is the entry level of professional work, at the Department of\r
Natural Resources, in the procurement of equipment, services, construction, supplies, information\r
technology and other needs which must be obtained through the competitive procurement\r
process, negotiated procurement process and other procurement methods. Employees in this\r
classification learn to provide agency procurement technical interpretation, instruction, guidance\r
and assistance in accordance with State laws and regulations. Employees in this classification do\r
not supervise other positions.\r
\r
\r
Employees in this classification receive close supervision from a Procurement Manager I or other designated administrator.� The work may require travel throughout Maryland to perform on-site procurement, training, monitoring, compliance reviews at field sites, as well as site visits and pre-bid conferences.\r

MINIMUM QUALIFICATIONS

Experience:� Four years of professional contract management experience or�professional procurement experience.\r

Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required experience.\r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.�\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

2.� Employees in this classification must obtain possess a certification as a�Procurement Professional from the Maryland Department of General�Services within one year of appointment.\r

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
