The incumbent of the Lead Surf Lifeguard position oversees district lifeguard operations and provides direction to staff two days per week or when the head lifeguard is otherwise absent. The incumbent of this position insures that staff follows standards, protocols and procedures. On their own initiative, the employee works with staff to develop work assignments including special training, in-service training, clean-up projects, data collection, data posting, and weekly and monthly safety checks on equipment. The employee assists the Head Lifeguard and Chief Lifeguard with training in personal safety, equipment care and use, surf lifeguard skills, EMS, communication systems and reporting procedures.

The incumbent serves as a Lead Surf Lifeguard that includes supervising park visitors, controlling visitor activity through enforcement actions and safety directions, signs and a safety flag system. Performs ocean surf rescues inside and outside the designated lifeguard area. Provides appropriate medical care to injured and ill park visitors at the emergency medical responder level or above. Assateague Island's lifeguard operation handles 32 missing persons each year on average. The employee coordinates and conducts search and rescue. The employee has a legal duty to act in emergencies within their scope of training. Employee operates off-road vehicles (ATV's) as one of their means of emergency response. In order to ensure non-degradation of park resources, the incumbent inspects beach areas such as berm, beach face and walkway accesses onto beach. Upon discovery of deficiencies, makes corrections whenever possible. The candidate reports uncorrected deficiencies to appropriate personnel. The employee provides visitor assistance and emergency response anywhere within the park when called upon.

Employee provides safety contacts and enforcement actions with the visitor, educating, informing and directing them on laws, rules, and regulations of the area. Employee conducts daily assessment of surf zone conditions and weather conditions, collects data, posts data, communicates and interprets information to the public and park staff. The employee provides surf safety interpretive presentations to the public throughout the summer which are presentations designed to educate the visiting public on the various hazards one may encounter in the surf zone or at the beach and educate visitors on how to assess the risks and avoid the dangers. The employee educates and directs visitors on park policies dealing with human / wildlife interaction.

Employee contributes to the submission of lifeguard equipment inspections including first aid case inventory, oxygen inspection, AED inspection, etc. Incumbent is responsible for ensuring that all articles found are reported on a Form No Lost-Found Report), are safeguarded and turned in to the responsible person in charge as soon as possible. When acting as Lead, the employee is responsible for statistical records of beach operations; including the daily head lifeguard report, daily stand report and case incident records. Documents all protected beach and first aid incidents on the appropriate forms according to federal and agency guidelines.

Assist Head Lifeguard and Chief Lifeguard in pre- and post-season protected beach activities, i.e., assembling and disassembling equipment, performing minor maintenance and repairs on equipment, posting signs, organizing lifeguard office, setting up first aid kits, setting up and equipping lifeguard stands. The employee inspects, maintains, repairs, and is responsible for the condition and storage of assigned equipment and ensures that it is ready for immediate use. Stores appropriate equipment properly at the end of the day. Employee drives to and from district locations and main headquarters as directed.

    Qualifications

    All qualifications must be met by the closing date of this announcement-06/28/2024-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

    SELECTIVE FACTOR: This position performs Lifeguard Duties on an Ocean, and at least 90 days of experience working as a lead or supervisory lifeguard is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

    SELECTIVE FACTOR: This position performs CPR and Basic First Aid, and having CPR and Emergency Response Certification is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

    EXPERIENCE: Have one year of specialized experience equivalent to the GS-4 level in Federal service. Examples of specialized experience include: Group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities; Teachers aid in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities; Aid or assistant assignments in recreation while on active military service; Aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities; Summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children); Sales or stock clerk in a recreation supplies and equipment shop; Aid or assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility; Aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities. You must include hours per week worked.

    EDUCATION: Have successfully completed 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in courses related to recreation or physical education. You must include transcripts.

    COMBINATION: Have an equivalent combination of education or experience (along with 12 semester hours in courses related to recreation or physical education) as described above that will equal 100 percent of the needed qualifications for this position. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.     Physical Demands: The work requires daily strenuous physical exertion including running 1⁄2 mile or more with heavy rescue equipment, swimming long distances against currents and strong surf with heavy victims in tow and lifting and carrying heavy persons through large breaking waves. The incumbent will be using various rescue devices such as rescue fins, rescue kayaks and rescue paddleboards in the ocean where they may be paddling, swimming and kayaking long distances. The work of the employee regularly includes long periods of sitting, standing, and running over uneven terrain. The employee will also be driving ATV's in adverse weather conditions.

    Working Conditions: Most of the work is performed outdoors subject to weather variances such as extreme heat or cold, rainy conditions, and high UV indexes, cold water temperatures, large waves and marine organisms. The employee is frequently exposed to high risk and potentially dangerous situations when involved in emergency response situations requiring the use of a wide range of personal protective gear. Emergency operations will require entry into hazardous environments, exposure to dangerous persons, animals, substances and potential exposure to infectious diseases. The terrain can be uneven and consists of soft or hard packed sand mixed with seashells and other debris.
