Duties

The Deputy Associate Administrator (DAA) for Spectrum Management (DAA (SM)) is the primary spokesperson for all OSM spectrum matters associated with: (1) IRAC and subcommittees (i.e. Emergency Planning, Frequency Assignment, Spectrum Planning, and Technical); (2) the Manual of Regulations and Procedures for Federal Radio Frequency Management; (3) technical engineering and analysis;(4) maintaining the Government Master File (GMF); and System Review databases; and (5) emergency responses.

The DAA (SM) is responsible for NTIA certification of spectrum support for federal systems and processing agency requests for frequency authorization.

In addition, the DAA (SM) has responsible for:
  • Leadership and management of the necessary OSM and Federal agency personnel resources to carry out NTIA's spectrum management responsibilities.
  • Supervising the conduct of studies and evaluations concerning the federal telecommunication systems and programs and for the drafting of recommendations to appropriate Department officials and to the Office of Management and Budget concerning such systems.
  • Technical engineering analysis, computer support, and the assignment of radio frequencies, for radio stations belonging to and operated by the United States.
  • Providing oversight of the Interdepartment Radio Advisory Committee (IRAC) Secretariat.
  • Sustaining the success of the Office of Spectrum Management by addressing succession planning, employee development, career pathways, telecommuting, work-life balance, communications, and other areas as needed to create and sustain high performance and employee satisfaction.

      OPM approval is required before appointing any current or former political appointee to a permanent position in the civil service. This includes anyone who has been a political appointee in the last five years.

      Qualifications

      All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.

      To meet the minimum qualification requirements for this position, your resume should demonstrate that you possess the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below.

      It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet all executive and technical qualification factors will automatically exclude you from further consideration.

      Executive Core Qualifications: The following are the five ECQs and their competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

      ECQ 1 - LEADING CHANGE : This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision).

      ECQ 2 - LEADING PEOPLE : This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building).

      ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility).

      ECQ 4 - BUSINESS ACUMEN : This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management).

      ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating).

      Professional/Technical Qualifications:
    • Detailed knowledge and expertise in radiocommunication technology, spectrum management, and associated national and international regulatory policies of sufficient depth to allow the identification, assessment and development of solutions to complex radio and Federal telecommunications problems involving both technical and policy considerations.
    • Demonstrated ability to direct, prepare and present detailed technical policy and regulatory studies of present and future spectrum use by Federal agencies and the private sector and to apply the results in national fora.
    • Demonstrated knowledge of the spectrum management process and statutory responsibilities, radiocommunications applications and limitations on the use of the spectrum, frequency assignment and coordination processes, and the growing relationship between spectrum management and economic, political, legal, national security and foreign policy issues.
      IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to draft the ECQs.

      Education

      To qualify for the 0855 Series, applicants must meet the following basic requirements for Engineering positions in addition to the above technical requirements:

      A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

      OR

      B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

      There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
