POSITION OVERVIEW:

Our team is currently looking for a Site Electrical Owner Representative for a client in the Oil and Gas Industry.


This position is accountable mainly for the preparation of the construction plans and design review at home office, and for ensuring all electrical instrumentation (SCADA) and communication work to complete meeting with the schedule, quality and HSE requirement by supervising at the site on behalf of the owner, in coordination with related parties.


RESPONSIBILITIES AND ESSENTIAL DUTIES:

  • Review schedule, resource allocation plan, method statement, inspection plan and other document proposed by contractor to ensure compliance with regulations and standards.
  • Review design documents from engineering, constructability, and operability perspective to improve.
  • Evaluate material/equipment proposed by contractor to approve working together with Owner Engineer.
  • Handle technical query and information requested by contractor.
  • Monitor the daily, weekly and monthly status to make sure
  • to align schedule, quality and HSE requirement and report
  • any indication of risk.
  • On-site patrol to confirm physical work status, headcount to match with what described in document specification, drawing, method statement and any procedures.
  • Day to day checking of job safety analysis (JSA) in place and implemented as per project HSE procedure.
  • Timely witness to joint field inspection upon request by contractor.
  • Witness to factory acceptance test (FAT), if required.
  • Supporting project control team to verify invoice and progress report.
  • Supporting project control team to evaluate change order request from contractor.
  • Conduct punch listing and final inspection of relevant work for provisional/final acceptance.
  • Surveillance of owner furnished equipment (PV module) status at storage yard and on site to monitor potential performance issue at final acceptance.
  • Supporting commissioning preparatory work and on-boarding process of O&M contractor.
  • Coordinate and communicate with stakeholders, including government agencies, contractors, material suppliers and subcontractors.
  • Support to resolve issues, conflicts, and disputes that may arise during the construction process.
  • Provide regular updates and reports to the site manager and other management regarding status, risks, and recommendations.
  • Participate in meetings, negotiations, and contract administration activities.
  • Acting as general site representative appointed by management in absence of site manager.




MINIMUM REQUIREMENTS:

  • 10 years’ construction experience in energy business including utility scale renewable project experience is preferred.
  • Electrical/Instrumentation engineering background with equivalent degree or experience.
  • Prior Owner / Operator experience of solar project is also desired.
  • HSE and QA/QC experience.
  • Project Management experience on major capital projects with a major owner/operator is preferred.
  • Standard skill to operate engineering/project management tools such as AutoCAD, document reviewer and Primavera(P6) is preferred.
  • Knowledge of FEDIC basis contract document is preferred.
  • Experience of performance evaluation of solar plants is preferred.
