About the Position:


We are seeking a Vice President of Human Resources to oversee the Human Resources Department and to serve as a strategic member of the executive leadership team.


Under the direction of the Chief of Staff, the System President and the State Board and in compliance with the Office of Human Resources, the VP of HR develops HR strategies and practices that support and align with the system’s goals and mission.


The Vice President of Human Resources will direct all Human Resources functions including compensation, benefits, employee relations, workforce planning, recruitment, staffing, talent acquisition, performance management, professional development, employee engagement, as well as human resources policy development and implementation and compliance. They will also be responsible for ensuring that HR functions are in compliance with State and Federal requirements. This position will work closely with the Chief of Staff, Finance department and the President to implement and execute compensation strategies and organizational staffing.


Essential Functions:


  • Provides strategic leadership and managerial oversight to Human Resources Department
  • Participates as a strategic partner with the Agency’s leadership team in developing and evaluating Agency’s long and short-term goals.
  • Brings the HR perspective to leadership team’s decision-making and policy making process.
  • Ensures that HR strategic goals and annual objectives are aligned with the broader Agency goals.
  • Stays abreast of best industry and functional practices.
  • Attends and participates in State Board meetings to provide information to members regarding personnel actions and decision.
  • Establishes and tracks critical personnel metrics to monitor and influence the health and effectiveness of the agency workforce.
  • Leads workforce planning.
  • Oversees Recruiting and Staffing
  • Manages Salary Administration
  • In collaboration with the finance department, develop compensation strategies designed to recruit and retain highly qualified employees.
  • Provides Leadership for Performance Management process including goal setting, interim reviews, performance evaluations and performance improvement plans.
  • Advises and counsels management on Employee Relations
  • Develops, recommends and maintains Policies and Procedures
  • Ensures Compliance with Federal and State laws.
  • Oversees Human Resources Information System
  • Leads Training and Development efforts.
  • Provides leadership and vision for the agency recognition and rewards programs.


Additional Work Duties: Other duties as assigned.


Education and Experience:


A bachelor's degree from an appropriately accredited institution in business administration, industrial relations, human resources or psychology and 15 years of progressive relevant HR experience including 6 years of management experience, or an equivalent combination of education and experience.


SPHR and/or SHRM SCP certification is highly desired.


Knowledge, Skills, and Abilities:


  • Ability to be the Agency and employee advocate while gaining the trust and confidence of management and employees.
  • Strong working knowledge of all of the disciplines of human resources including state and federal compliance, compensation, benefits, safety and health, employment, employee relations, and management.
  • Ability to build and maintain positive relationships with employees at all levels.
  • Decisive, creative, strong analytical skills
  • Experience in strategic and operational planning.
  • Consensus building for collaborative projects; program evaluation.
  • Strong attention to detail, good judgment, and politically savvy.
  • Excellent written and oral communication skills.
  • Experience working with a Board of Directors.
  • Knowledge of HRIS systems.
  • Intermediate knowledge of Microsoft Word, Excel and PowerPoint is needed.
