Position Title: Senior Software Developer (COBOL & Java)

Purpose: This position is focused on performing advanced analysis, design, development, testing, and debugging of complex computer software for mission-critical systems, including enrollment systems. The Senior Software Developer will work with cross-functional teams, contributing to system requirements, scope, and baseline establishment while adhering to project standards and processes. With expertise in COBOL and Java, the developer will support the timely delivery of large-scale, high-impact software projects.

Key Responsibilities:

  • Technical Design and Development:
  • Conduct technical design, coding, and testing of applications.
  • Serve as a subject matter expert for customer and internal discussions about software maintenance and enhancements.
  • Develop and analyze interface design documentation and ensure compliance with organizational standards.
  • Deliver complex, scalable systems for large user bases while adhering to code quality, migration, and DevOps policies.
  • Software Analysis and Testing:
  • Perform software analysis, requirements gathering, and use case development.
  • Implement and document code in line with design specifications, and create and execute automated test cases.
  • Compile and assess software testing results and provide analysis.
  • Solution Development:
  • Create software solutions for enterprise environments, integrating functional and non-functional requirements.
  • Carry out operations and maintenance (O&M) for existing systems and identify areas for improvement.
  • Estimate development efforts for application features.
  • Technical Support and Innovation:
  • Provide technical support for high-visibility and critical applications.
  • Collaborate with teams to develop reliable, scalable software solutions.
  • Participate in product scoping, architecture discussions, and mentoring junior engineers.
  • Explore emerging technologies to identify best practices and trends.

Qualifications:

  • Education: Bachelor’s degree in Information Technology, Computer Science, or related field; or an additional 4 years of relevant experience in lieu of a degree.
  • Experience: 5-8 years in software development, including coding, software architecture, and requirements definition.

Required Skills:

  • Advanced proficiency in COBOL programming and related environments (CICS, JCL, TSO/ISPF, ChangeMan, Topaz).
  • Expertise in Java development, with experience in unit and integration testing using JUnit and TestNG.
  • Familiarity with RESTful/SOA services and web services.
  • Extensive experience with Agile/Scrum methodologies and DevOps continuous integration.
  • Strong knowledge of Spring technologies (Spring Core, Spring Boot, Spring MVC, Spring Integration).
  • Experience with cloud technologies in AWS.

Preferred Skills:

  • Experience with API management tools and version control (GIT/BitBucket).

Additional Requirements:

  • Ability to work effectively in a fast-paced environment with shifting priorities and deadlines.
  • Strong communication and customer service skills.
  • Incumbent must disclose any debarment or exclusion events affecting eligibility for Federal health care programs.
