Where You Will Work


The Office of Inspector General (OIG) is an independent office reporting to the Director, National Reconnaissance Office (DNRO) and Congress. The Inspector General (IG) is appointed by the President with the advice and consent of the Senate. The OIG is responsible for conducting audits, inspections, investigations, and special reviews related to NRO programs and operations; providing leadership with recommendations to promote economy, efficiency and effectiveness; preventing and detecting fraud, waste and abuse in NRO programs and operations; and providing a means to keep the DNRO and the Congress fully and currently informed of issues concerning fraud and other serious problems, abuses and deficiencies in NRO's programs or operations.

What You Will Be Doing


As a Senior Associate Counsel, you will be responsible for the following duties:

  • Provide independent legal advice to the IG and OIG officers on all legal issues that pertain to or arise from the functions and authorities of the IG
  • Keep OIG leadership fully and currently informed about legal issues affecting IG duties and responsibilities.
  • Handle additional duties as assigned -Evaluate compliance with laws, rules, Presidential directives, Executive Orders, and applicable regulations
  • Represent the IG and OIG in dealings with other NRO components, including the Office of General Counsel
  • Represent the IG and OIG externally in dealings with other agencies and departments on matters of interest to OIG
  • Provide counsel to the Audit, Inspections, and Investigations Staffs of OIG to ensure appropriate discharge of IG responsibilities; serve as a liaison between OIG and external stakeholders
  • Performs legal research and writing, counsel clients, and represent the Agency before legal forums.
  • Renders advice on numerous policy matters of exceptional importance, and legal questions of the highest degree of complexity, often novel in nature, of extremely great diversity and scope, and frequently entailing a high degree of controversy.
  • Provide timely, accurate, and practical legal advice and representation to ensure NRO accomplishes its mission in compliance with applicable laws. The attorney-advisor renders written or oral advice, counsel, opinions and decisions on legal matters to agency Directorates and Offices, and senior leadership across the NRO.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. What You Need

  • A Doctor of Jurisprudence degree from an American Bar Association-accredited law school, and member in good standing of the Bar of the highest court of a U.S. State, Territory, Commonwealth, or the District of Columbia.
  • Experience as a Subject Matter Expert in one or more of the following fields: administrative law, intelligence law, national security law, international law, information technology law, litigation, ethics, privacy & civil liberties, intelligence oversight, federal employment law, space law, environmental law, or intellectual property law.
  • Experience developing and managing all aspects of a federal agency ethics program, to include financial disclosures, conflicts of interest, post-government employment, gifts, fundraising, Hatch Act, ethics training, and all other issues associated with providing comprehensive ethics counsel to agency officials.
  • Expert level knowledge of one or more of the general or specialized areas of OIG’s law practice, such as; acquisition law, administrative law, appropriations law, intelligence law, national security law, international law, information technology law, litigation, ethics, privacy & civil liberties, intelligence oversight, federal employment law, space law, environmental law, or intellectual property law.
  • Expert ability to interpret laws, regulations, judicial decisions, executive orders, and statuses involving complex concepts and issues as well as expert level research, analytical and organizational skills.
  • Expert knowledge of legal theory, the interrelationships among courts, congress, the Executive Branch, laws, legal codes, practices, precedents, court procedures, executive orders, government organization/functions, and the democratic process; facilitates NRO mission by providing legal and policy guidance.

  • Financial Management Certification: MAY be required to obtain the appropriate Financial Management certification level for the position within two years of assignment.
  • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
