The HRC Chief of Staff provides direction, planning, and management for the activities of professional staff in conducting research, policy analysis, and communications for the Republican caucus.

The HRC Chief of Staff provides strategic advice to the HRC Leadership team and is the primary liaison to the Senate Republican Caucus and the Governor's Office.

The HRC Chief of Staff provides confidential and strategic policy advice to all members of the HRC.
Responsibilities

Works with HRC Leadership to develop and implement strategies to advance caucus legislative priorities;
Coordinates communication from Leadership to the Caucus;
Serve as leadership advisor in the planning and implementation of major administrative and policy matters impacting caucus staff;
Serve as caucus Chief of Staff; plan and direct caucus staff activities in research and policy, communications, and district relations functions;
Serve as liaison with Senators, key legislative staff, and executive agency personnel to identify and advise on policy issues;
Coordinates processes to recruit and train professional staff;
Coordinates staff efforts related to transforming caucus culture ensuring a more inclusive and diverse workplace;
Manages the caucus staff budget; and
Performs other work as required.
Qualifications

Knowledge of:
Legislative, executive, administrative, budget, and judicial processes.
Methods and techniques of research and policy analysis;
Personnel recruitment, management, and professional development;
Laws, operations, and functions of major program areas;
Rules of the Washington State House, and guidelines and procedures for all committees;
Political party structure and issues in Washington State;
Committee and leadership functions in the Washington State Legislature.

Ability to:
Demonstrate exemplary judgement and political strategic decision making;
Develop, analyze, and evaluate policy;
Communicate effectively, both orally and in writing;
Develop and maintain cordial, effective working relationships with co-workers, legislators, executive agency personnel, interest group representatives and the public.

Education:
A bachelor's degree with major study in planning, public or business administration, or a closely allied field. Graduate level work with research emphasis is desirable.

Experience (promotional):
Two years of experience at the senior staff level with the Washington State Legislature, including two legislative sessions. OR

One year of experience at the senior staff level with the Washington State Legislature, two legislative sessions, AND four years of progressively responsible experience in organizing and managing professional staff in research and policy analysis or a related field.


Experience (initial-hire):


Five years of progressively responsible experience in organizing and managing professional staff in research and policy analysis in a job-related specialty or on the staff of another legislative body.

OR
Acceptable education, experience, and knowledge as determined by House Republican Caucus leadership.

Note:
Diverse backgrounds in education and experience could be successful in this role and will be considered. Candidates with any combination of experience that demonstrates the ability to perform the work will be considered.

This position requires an onsite/in-person presence during the legislative session and frequently requires more than 40 hours of work per week, which may include evening, weekends, and holidays during legislative sessions.

Interim schedules allow for more flexibility.

This position is currently approved for in-state telework during the interim with an expectation to have an onsite-in-person presence when requested.

About The House of Representatives:

The House of Representatives (House) comprises half of the Washington State Legislature and is made of 98 members, elected to serve two-year terms representing 49 legislative districts.

The House employs 250 full-time year-round staff and 100 temporary session staff and interns. The Legislature meets annually beginning on the second Monday in January in the Capitol Building in Olympia. Regular legislative sessions take place January through March in even-numbered years and January through April in odd-numbered years. Special legislative sessions occur as needed.

About the House Republican Caucus:
The Washington State House Republican Caucus (HRC) consists of 40 Republican members of the Washington State House of Representatives. Our caucus staff team is comprised of administrative, policy and communications professionals supporting HRC members in their legislative activities. Policy analysts provide analysis, research and legislative strategy advising in their respective policy areas to all House Republicans.

Communications specialists help members of the HRC communicate with their district, the media, interested parties and the general public about policies considered and passed by the Legislature.
