Position Summary: The Vice President, Medicaid Innovation leads activities related to Medicaid Managed Care and Medicaid reforms and oversees our policy and strategies in these areas, including regulations and legislation impacting the health insurance industry to support AHIP and its member organizations.

Essential Duties and Responsibilities

  1. Provides strategic direction for AHIP policy development on federal and state proposals to reform the Medicaid and CHIP programs.
  2. Manages and coordinates staff and activities, including policy development and implementation, federal and state legislative and regulatory analysis and positioning, comment letter development, supervision of research activities, and achieving member support.
  3. Leads long term strategic policy and research on a wide range of potential projects affecting program coverage and financing issues, working in collaboration with the Vice President, Medicaid Policy, with other internal staff, and with outside consultants.
  4. Develops close relationships with CMS staff, the National Association of Medicaid Directors, and members of the research community in connection with AHIP's Medicaid reform efforts.
  5. Gathers member input through written communications, conference calls, and in-person meetings. Synthesizes diverse member feedback to develop consensus positions.
  6. Presents AHIP member views to external audiences, Administration officials, State officials and Congressional Staff.
  7. Maintains close and constant contact with Medicaid health plan membership to ensure AHIP is serving their interests at an optimal level.
  8. Keeps informed of the continuous and rapid changes in the health care sector and congressional and regulatory activities which may have an impact on health insurance plans, particularly Medicaid health plans.
  9. Performs other tasks as required or assigned.

Minimum Education and Experience Required

  1. Bachelor's Degree and/or equivalent experience.
  2. Minimum of 6-7 years of experience working on Medicaid issues, a Medicaid health plan or state Medicaid health plan issues.
  3. Strong knowledge of Medicaid health plan operations.

Other Qualifications

  • Knowledge of the structure and functioning of the government the impact on health care affairs.

Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.
