The fast-moving, collaborative teams within USAID's Office of Policy Implementation and Analytics are in need of a perceptive advisor to manage a policy portfolio focused on various international development and humanitarian priorities, including global health issues.

We are searching for an analytic, strategic, action-oriented, Senior Policy Analyst to assist USAID's Bureau for Planning, Learning, and Resource Management (PLR).

PLR leads policy planning to advance USAID's global development and humanitarian mission and in support of broader U.S. national security and foreign policy objectives.

You will support PLR's Office of Policy Implementation and Analytics (PLR/PIA) in coordinating policy development processes within USAID to ensure they produce evidence-based guidance that reflects good development practice and aligns with higher level policy priorities.

  • Manage a portfolio of work related to USAID's engagement on high-priority policy issues.
  • Develop substantive policy products.
  • Provide expert advice and brief senior leadership.

The Senior Policy Analyst may not have expertise across all policy priority areas but is expected to quickly familiarize with the assigned issue area and key technical sub-issues.

Translate this knowledge into sharp, coherent policy language, recommend actions, and facilitate policy development processes effectively.

You may also train junior staff and mentor them.


In addition, the office engages in foreign policy efforts related to development and humanitarian affairs to integrate development expertise into broader national security and foreign policy discussions.

Responsibilities include managing relationships, developing policy products, facilitating multi-stakeholder processes, advising principals, engaging with stakeholders, and staying informed on USAID and USG policy priorities.

Qualifications
  • Masters degree with 10 years of experience.
  • Familiarity with development, foreign affairs, or national security policy issues.
  • Strong analytical and writing skills.
  • Ability to work independently and in a team, plan effectively, handle multiple tasks, and work under tight deadlines.
  • Knowledge of the organization, foreign policy, and global development field.
  • USAID experience preferred.
  • US citizenship with the ability to obtain a secret clearance; active secret clearance preferred.
