POSITION SUMMARY:

The Program Specialist, Matching Grant (MG) will interface with and develop long-term mutual relationships with key staff in all HIAS MG sites and support the sites in achieving MG program compliance and programmatic objectives through communication, technical assistance and monitoring. Reporting to the Assistant Director, Employment & Career Pathways, they will travel for affiliate monitoring and training and support the establishment of new programs. They will help manage HIAS' Economic Inclusion programs, including implementing the strategic direction for HIAS' MG program in collaboration with internal and external stakeholders.

Note, the salary range for this position is $65, ,000.00.

ESSENTIAL FUNCTIONS:

  • Help to formulate a strategic vision for collaboration between and leverage of HIAS HQ and local MG sites to drive maximum program impact.
  • Create and coordinate relationships with diverse, high-level external stakeholders.
  • Support regular internal and external accountability meetings to track progress towards implementation and identify potential challenges or issues ahead of time for the MG program.
  • Analyze the data that measures progress against goals and communicate this progress clearly and effectively.
  • Draft and delivering regular and timely public progress reports and other communications.
  • Conducts annual needs assessments of MG affiliates and analyzes findings and presents results and trends.
  • Supports the overall management and implementation of the Matching Grant Program including support to local staff implementing the program, monitoring, annual proposal writing and Federal reporting.
  • Responds to daily inquiries from local offices about program compliance and application.
  • Conducts monitoring visits that involve meeting with various stakeholders; reviews program files; interviews local office staff, refugee families and community leaders; writes monitoring reports with corrective actions.
  • Collaborates with local offices to implement performance improvement plans by developing action plans to improve service delivery and employment outcomes for clients, monitors progress toward goals.
  • In collaboration with the Employment Career Pathways Assistant Director and Manager, Early Employment & Career Development programs, analyzes past trends to propose local office enrollment targets and budget allocations.
  • In collaboration with the Assistant Director, Employment & Career Pathways, identifies and coordinates the provision of training and technical assistance to affiliate MG staff; provides regular, ongoing program guidance and policy analysis.
  • Develops compliance guidance, announcements and reference manuals based on review of program guidelines, analysis of monitoring results and other changes.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in social work, social sciences, non-profit management, or related field required; graduate degree preferred.
  • 3-5 years of progressive work experience in refugee resettlement, preferably in the Matching Grant Program, other employment programs and/or case management.
  • Self-motivated, ability to work independently and collaboratively in a team-based environment.
  • Experience using data and metrics to drive improvements.
  • Previous experience in leading program implementation, monitoring program compliance and providing technical assistance required.
  • Ability and desire to travel domestically up to 5 times a year.
  • Travel, to include travel to insecure operating environments, may be required.
