Job Summary

The Information Technology and Applications Center (ITAC) of the National Heart, Lung, and Blood Institute (NHLBI), a component of the National Institutes of Health (NIH) at the Department of Health and Human Services (DHHS), is seeking exceptional candidates for the position of Data Science Architect (DSA). The DSA offers an exciting opportunity to provide data and technology architecture leadership to the NHLBI Data Science community as NHLBI adopts more advanced computational techniques involving artificial intelligence and advanced analytics. The DSA will serve as a trusted advisor to the NHLBI Director in all matters pertaining to information technology, cybersecurity, and data architecture required to meet the needs of the extramural and intramural research communities.

The position will serve on the leadership team of the NHLBI's BioData Catalyst program, the Institute's cloud-based ecosystem to support FAIR data use to drive discovery for the precision prevention, diagnosis, and treatment of HLBS conditions. The DSA will serve as the primary architectural advisor to the BDC ecosystem, ensuring that the architecture evolves to meet emerging needs of the Institute's programs. The DSA contributes to the technical components of the BDC Strategic Plan and lays out a roadmap for the architecture in support of extramural and intramural research. The DSA will collaborate with the NHLBI Chief Information Officer (CIO) and the Chief of the Scientific Solution Delivery Branch to ensure that their programs meet NIH and HHS policy requirements and operate consistent with the best practices of cybersecurity. The DSA will also collaborate with program staff to ensure that programs maximally leverage the resources provided by the Institute, and by other ICs, while also providing strategic direction for IT and data engineering teams to ensure they are advancing cyberinfrastructure that meets the emerging needs of researchers.

The incumbent may represent NHLBI on key trans-NIH groups and work to ensure that NHLBI investments are coordinated across ICs and the Office of Data Science Strategy. They will represent the NHLBI on the NIH Cloud Platform Interoperability Program and provide technical and thought leadership to other trans-NIH programs such as RECOVER. They will work closely with IC leadership to facilitate NHLBI program budgets and acquisitions, ensure that the programs incorporate appropriate alignment with NHLBI technical architectures, that they leverage BioData Catalyst investment, and that cyberinfrastructure work conducted in NHLBI research programs can be incorporated into BioData Catalyst when the research program completes.

Specific skills, education and experiences candidates must possess include:

  • Either a doctoral-level degree in biomedicine or a biological related field, or a master's level or higher degree in engineering, bioinformatics, or another field related to data science.
  • In-depth of knowledge of biomedical concepts coupled with deep understanding of the technical architectures and computational methods required to support modern biomedical research
  • Direct experience in support of biomedical research with cloud computing, high performance computing, artificial intelligence/machine learning, and the engineering of software for scientific use
  • Exceptional skills in management of complex cross-disciplinary projects including technical management of a diverse team of personnel
  • Leadership of major data science projects, publications in leading scientific journals, invitations to speak at relevant major meetings, or leadership positions in or awards from relevant scientific organizations

If you are a current Federal title 5 employee, you must have one year of equivalent experience at the GS-14 level or above.

Required Qualifications

In order to qualify for this position, candidates must possess either a doctoral-level degree in biomedicine or a biological related field, or a master's level or higher degree in:

  • engineering
  • bioinformatics
  • or an emerging or related scientific field.

In addition, candidates must have at least one year of experience related to the position, including achievements in one or more of the following areas to demonstrate the individual has received recognition as an expert in the field:

  • Conducted original biomedical research published in peer-reviewed journals of high stature
  • Received major prizes and awards (such as visiting professorships and named lectureships) in recognition of original contributions to biomedical research
  • Received invitations to speak at or chair major national or international meetings or symposia
  • Elected to membership in professional societies of high stature, or
  • Meets other criteria demonstrating sufficient rigor or accomplishment in a relevant or closely related field that is necessary to the accomplishment of NIH's mission.
