Job Description and Duties

Under the direction of theArea Construction Senior Transportation Engineer and/or the Resident Engineer,incumbent performs various transportation construction and engineering work inthe office and field settings. As incumbent progress in experience, assignmentwill increase from average to high difficulty. Duties include but are not limited to:

Responsible forperforming engineering inspections; ensures compliance with plans andspecifications; makes engineer recommendation; monitors contractor's work andprogress; measures and records pay quantities utilizing various measuringdevices such as tape measures and measuring wheels. Prepares daily reports ofthe work including documenting conversation and other items that affect thework. Incumbent will be responsible to follow the Construction Manual.Incumbent will make recommendations and seekthe approvals of the Resident Engineer or licensed engineer. Performslaboratory, reviews, or analyzes field tests of construction materialsincluding Quality Control/Quality Assurance (QC/QA) coordination and preparesor reviews reports pertaining to construction materials. Measures materialssuch as aggregate, asphalt concrete, and Portland cement concrete using varioustesting devices such as a nuclear gauge, ignition oven, and compactiontube.Perform field test at theConstruction site or Construction lab in accordance with the writtenstandards.Record and document fieldtest and maintain project records.

All Transportation Engineershired by Caltrans after May 19, 2000, will be required to participate in themandatory "Transportation Engineer Rotation Program". The rotation program consists of 9 monthsConstruction Work, 9 months Design Work, and 6 months in an ElectiveAssignment(s). The rotation length andassignment will be based on workload needs and could take place anywhere withinthe district. The rotation program is akey element in the development of our new employees and allows them to be assimilatedinto the Caltrans workforce much quicker and to be more productive.

In addition, to theTransportation Engineer Rotation Program, incumbent may be required to go onloan to other functional units during the winter months, when there is excessstaff, or staffing needs in another area, etc.

Candidates are required to review the Minimum Qualifications (MQs) for this classification. If you meet MQs under Pattern II and require the TE Civil in-person written hurdle exam, DO NOT TAKE the TE Civil online exam prior to passing the written hurdle.

Working Conditions

Position located in Bakersfield, Kern County.

Job will have exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, indoor conditions, humidity, and high decibels of noise. Hardhat and safety vest or approved safety shirt, and eye protection must be worn at all times in the field, no exceptions. Incumbent must work with a variety of materials including testing equipment. While at the Construction office employees will normally work in a climate-controlled office under artificial light. However due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Workload may subject employee to night work, flexible hours, frequent changes of shift, frequent changes of work hours and workdays, and geographic transfer. Travel is required. Incumbent may be required to travel on short-term and/or long-term expense. Vacations may be restricted during peak times. Overtime may be required.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

Possession of a valid driver's licenseis required when operating a State owned or leased vehicle. A valid Professional Engineering License (Civil) required for Range D appointment and to serve as the licensed professional resident engineer on projects.
