The City of Oxnard's Animal Safety Department is now hiring an Extra Help Animal Control Officer. The Animal Control Officer will maintain public safety by implementing animal licensing laws and humane care regulations while on patrol. The Animal Control Officer will work with the community and provide exceptional service when dealing with the community, their pets and dead animals.

WHAT YOU'LL DO:
  • Rescuing trapped animals
  • Investigating cases of animal cruelty
  • Responding to calls for service reference dead animals
  • Educating the public with animal safety rules and regulations
  • Providing expert testimony in court cases
  • Writing incident reports
Payroll/Classification Title:Animal Safety Officer

SUPERVISION EXERCISED/ SUPERVISION RECEIVED:
Receives close supervision and specific direction regarding assignments and deadlines.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Animal Safety Officer, Senior in that it provides routine animal safety control, animal care and transportation, and City patrol to identify and address violations.

Extra Help positions are not expected to last more than 960 hours. Under the terms of the city's benefits plan and policies you will not be eligible for benefits, other than those required by federal or state law, due to the short duration of your employment. You will be provided paid leave in accordance with City policy. Additionally, the City requires enrollment in a retirement programs as the City does not participate in social security. In this position, employment with the City of Oxnard is at-will and those selected for temporary placement retain the option, as does the City of Oxnard, to end employment at any time, with or without notice and with or without cause.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
  • Responds to calls for service and investigates aggressive animals and/or animal bite reports; gathers details and information related to incident; documents information and determines need for animal transportation and/or quarantine.
  • Patrols the city for violation of animal ordinances; transports stray/loose or injured animals; reviews vaccination information; identifies violations and issues notices or citations to animal owners.
  • Responds to animal nuisance complaints and investigates violations; contacts animal owners; determines appropriate actions to resolve issues; replies to reporting individuals.
  • Investigates animal cruelty reports; interviews witnesses and gathers information and evidence; collects and transports animals as required; testifies in court as needed.
  • Prepares and maintains work-related documents, records and reports.
  • Performs other duties of a similar nature and level as assigned.
Minimum Qualifications

The following are minimum qualifications necessary for entry into the classification:

EDUCATION:
  • High School Diploma or equivalent
EXPERIENCE:
  • Possess sufficient experience in dealing with the public to explain and enforce animal control rules and regulations by having at least one year of customer service experience.
OTHER REQUIREMENTS:
  • Successful completion of a police background investigation may be required, with requirements determined by the City of Oxnard.
  • A Basic Law Enforcement Certificate (Penal Code 832) must be obtained within one year of appointment.
  • Possession of, or ability to obtain, a valid class C California driver's license.
  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
