The Virginia Department of Social Services has an exciting opportunity to join our team as the Project and Program Support (PPS) Director.

The Project and Program Support (PPS) Director reports to the Chief Deputy Commissioner and leads, directs, and manages the agency's Project and Program Support (PPS) Office within the Commissioner's Office.


This senior-level position provides leadership and project oversight to PPS Project Managers, Business Analysts, and PPS team managers and oversees the activities and operations of the PPS Office including but not limited to strategic planning activities, project governance and development of agency PPS guidelines and procedures, project intake, project resource allocations, project monitoring and reporting, and identifying metrics to improve project delivery.

The PPS Director works closely with agency Division Directors and Deputy Commissioners to assist in project strategic planning and developing executive reporting to build a database of project data to inform future investments across the agency.

Minimum Qualifications

  • Demonstrated ability in strategic thinking and tactical planning from an enterprise-wide perspective, and application of management practices and principles.
  • Working knowledge of IT environments and applications.
  • Comprehensive knowledge of project and change management methodologies and techniques.
  • Proficient in Word, Excel, Visio, PowerPoint, MS Project, and Planview tools.
  • Demonstrated proficiency in the administration of a project management information system.
  • Understanding of budgeting, cost control, and financial reporting.
  • Excellent verbal, written communication, and presentation skills and skilled in effectively managing communications by delivering the right message to the right audience in a timely manner.

  • Proven experience in successful large-scale project and program implementations adhering to scope, schedules, and budgets.
  • Experience with VITA (Virginia Information Technologies Agency) project management standards, protocols, procedures, and tools.
  • Experience in Agile, Waterfall and blended methodologies for project delivery.
  • Experience implementing industry standards and best practices such as PMBOK to accelerate successful project delivery.
  • Experience in managing relationships with senior-level executives.
Additional Considerations

  • Knowledge of Human Services Programs and the operations of local departments of social services in a state-supervised locally administered environment.
