Summary: The Senior Advisor for the Public Health Infrastructure Grant (PHIG) Data Modernization Implementation Center Program (IC Program) will provide technical subject matter expertise, data modernization strategy, and project management support for ASTHO's Public Health Data Modernization and Informatics team. The PHIG DMI Implementation Center is a new project led by ASTHO, the National Network of Public Health Institutes (NNPHI), and the Public Health Accreditation Board (PHAB) that supports state, territorial, local and tribal public health agencies to accelerate their data modernization activities. The Senior Advisor will be part of the IC Program Team, as the lead of reporting activities for the program.

Location: Remote

Anticipated salary: $119,000 Extended experience: up to $146,500 if experience exceeds expectations

Principal Functions:
  • Lead IC Program progress and financial reporting activities, including:
    • Advise PMO on strategy for aligning progress and financial reporting across implementation centers, and which reporting falls under scope of reporting vs project monitoring and evaluation activities
    • Provide strategic guidance to PMO on reporting activities, including guidance on how to minimize reporting burden on public health agencies
    • Develop processes and tools to track and reporting on implementation progress towards completion of milestones
    • Directs project management activities related to development of reporting processes and tools, and other project deliverables as needed
    • Monitor progress towards program goals and make adjustments as needed based on changing program needs/goals.
    • Ensure alignment of IC Program reporting metrics with CDC reporting metrics, and adjust metrics as needed based on changes to Program needs/goals
    • Lead performance improvement activities to routinely adjust operational processes as needed to improve efficiency
  • Serve as liaison between Implementation Centers, PMO and other project teams (e.g., monitoring and evaluation) to coordinate progress and financial reporting across program
  • Support alignment of broader ASTHO data modernization activities, including broader PHIG DMI Technical Assistance activities and DMI portfolio
  • Oversee the development of in-depth issue briefs, reports, toolkits and other deliverables for publication regarding project progress, and coordinating communications with other PHIG teams
  • Use skills, experiences, and content knowledge to develop, plan, implement, monitor, evaluate, and promote programmatic work and ensures completion of program deliverables
  • Support development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences as needed
Qualifications:
  • Bachelor's degree in public health, public policy, public health informatics or related field, such as health or biomedical informatics, data science, health care administration, economics, epidemiology, or business administration preferred (master's degree highly preferred)
  • 7+ years of experience in informatics, epidemiology, technology, data science, or related professional fields or organizations
  • Proficient and knowledgeable in the field of public health data modernization and informatics
  • Knowledge of interoperability standards and policy, including TEFCA, HL7, FHIR, USCDI+, and others
  • Experience and familiarity with state/local public health or national association experience (awareness of public health policy or program implementation from a state perspective desirable)
  • Knowledge and technical expertise related to public health and healthcare systems, health information technology, and surveillance
  • Experience supporting monitoring and reporting activities for a multi-year grant (e.g., experience stablishing metrics, developing tools/processes to monitor project progress)
  • Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs
  • Experience writing, managing, and executing grant funded programs
  • Demonstrated project management and other organizational skills
  • Ability to lead collaboration among internal ASTHO staff, external partners, and funders
  • Excellent written and oral communications skills, including presentation skills
  • Strong positive interpersonal and analytic skills
  • Ability to grasp systems and systems changes at state, local, or federal levels
  • Ability to travel up to approximately 25% of time
  • Highly self-motivated and ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner
