Introduction


The Maryland Office of Administrative Hearings (OAH) in Hunt Valley, MD is seeking applicants for a full-time Administrative Officer I position within our Operations Department.

Operations is responsible for managing all aspects of administrative hearings delegated to OAH by more than 35 executive agencies of the State of Maryland.

Operations compiles several detailed reports that are required for reporting to the Department of Legislative Services, Advisory Council and the General Assembly.

Operations tracks and monitors legislation that affects OAH and the agencies that delegate hearings to OAH.

Operations is also responsible for responding to Public Information Act (PIA) and Freedom of Information Act (FOIA) requests submitted to OAH.

This is a full-time position with full State benefits with ability to work a hybrid schedule. We encourage all interested parties to apply.

LOCATION OF POSITION
Hunt Valley, MD

Main Purpose of Job

The main purpose of this position is to provide support to the OAH's Operations Division. The position will provide direct support to the Director and Deputy Director of Operations, who report directly to the Chief Administrative Law Judge (i.e. the head of the agency).

This position prepares and issues orders for various case types, issues decisions for the Director and Deputy Director as needed, drafts correspondence, and prepares various reports.

This position also provides direct support in responding to PIA and FOIA requests.

All of these activities involve highly confidential reports and information, frequent contact with internal OAH managers and staff, and frequent in-person and telephone contact with attorneys, personnel at other state agencies, and members of the public.

The position requires excellent reading comprehension, spelling, grammar, and legal writing skills, as well as a thorough understanding of the legal statutes, regulations, rules and procedures governing OAH's operations.


MINIMUM QUALIFICATIONS

Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:
One year of administrative staff or professional work.

Notes:

  • Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience as a paralegal, legal assistant or legal secretary performing legal research or preparing legal documents on behalf of an attorney.

Has at least one year of experience writing legal orders.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
