DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston Office of Public Safety and Homeland Security is responsible for managing federal homeland security grants for the Greater Houston region and leading and supporting homeland security preparedness projects and activities (e.g., conducting plan reviews, writing reports, developing exercises) for the Houston region.

Primary duties of the Management Analyst IV may include but are not limited to the following:

  • Draft correspondence, reports and other documents for procurement and vendor compliance.
  • Create purchase requisitions to procure services, materials, and equipment.
  • Ability to interpret procurement policies and adhere to local, state, and federal regulations.
  • Manage contract renewals for timely service delivery.
  • Perform professional financial and administrative functions for compliance with federal grant programs.
  • Edit, revise, and maintain the department policy and procedures manual.
  • Assist team with document management and retention.
  • Design and maintain tracking mechanisms to ensure compliance with deadlines.
  • Perform other duties as necessary and assigned to meet departmental needs.
    WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS:

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.

EXPERIENCE REQUIREMENTS


Six years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.


Substitutions:
Experience cannot be substituted for the Bachelor's degree requirement.

A Master's degree in a field directly related to the job may substitute for two years of the above experience requirement.


LICENSE REQUIREMENTS
None

PREFERENCES:

  • Proven experience in managing multiple projects, priorities, and competing deadlines and rapidly adapting to schedule changes.
  • Knowledge and experience with SAP Materials Management module.
  • Advanced knowledge and experience with Microsoft Suite for developing reports and presentations
