SUMMARY:

The Assistant Chief of Police performs the full range of management duties while assisting the Chief of Police in the administration and supervision of the Reno Police Department.

The Assistant Chief of Police coordinates assigned activities with other divisions, departments, and outside agencies, assumes command of, and responsibility for, the Reno Police Department in the absence of the Chief of Police; and provides highly responsible and complex administrative support to the Chief of Police.

The Assistant Chief of Police is regularly involved in the formulation, determination, and effectuation of personnel policies or managerial policies concerning collective bargaining or supplemental bargaining for the bargaining units within the Reno Police Department.


Distinguishing Characteristics:
The Assistant Chief of Police is responsible for the management and administration of the Reno Police Department. Incumbents at this level independently perform the most difficult and complex duties in leading the department. Assignments are typically given in a general format and the incumbent develops resources and information.

Supervision Received and Exercised:
Major work activities are generally undefined except in terms of achieving overall organizational goals. Specific policies, procedures, and guidelines are virtually non-existent except for Council-level policies, executive directives, and accepted professional standards.

KEY ACCOUNTABILITIES:
The following duties are typical for this classification.

Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Assume management responsibility for directing assigned services and activities for the Reno Police Department including but not limited to operations, administration, and support services.

Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Plan, direct, coordinate, and review the work plan for the Reno Police Department staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Select, train, motivate, and evaluate sworn and non-sworn Reno Police Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of the Reno Police Department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.

Appear before and advise the City Council and City Manager on matters related to the Reno Police Department.

Serve as the liaison for the Reno Police Department with other departments and outside agencies; negotiate and resolve sensitive and controversial issues.

Serve as the citizens' voice in police affairs and as a means of ensuring more responsive and effective City government.

Appear before and advise the City Council and City Manager on matters related to the Reno Police Department.
Supervise the collection and analysis of information gathered through surveys and studies on matters involving the Reno Police Department.

Manage and participate in the formulation, determination, and effectuation of personnel policies or managerial policies concerning collective bargaining or supplemental bargaining for the bargaining units within the Reno Police Department.

Establish policies and procedures for the on-going development of community relations as an investment of the Reno Police Department within the local community for total integration with the community.

Assist in planning, developing, and implementing new or special Reno Police Department programs.
May represent the City in dealings with various organizations.

Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Provide responsible staff assistance to the Chief of Police; conduct a variety of investigations and operational studies; recommend modifications to Reno Police Department programs, policies, and procedures as appropriate.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of law enforcement; incorporate new developments as appropriate.

Respond to and resolve difficult and sensitive citizen inquiries and complaints; manage and investigate citizen complaints against employees within the Reno Police Department; prepare reports and maintain administrative flies; make recommendations for disciplinary actions.

Serve as acting Chief of Police as assigned.
Perform other duties as required.
Minimum Qualifications
Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education and Experience:


Bachelor's Degree in Police Science, Criminal Justice, Business or Public Administration, or a closely related field; eight years of increasingly responsible law enforcement experience, including three years of management and administrative responsibility; or any equivalent combination of training and experience.


Required Licenses or Certifications:
Must possess a valid driver's license.
Must possess an appropriate valid POST certificate.

Physical Demands and Working Environment:


Work is performed in varying working conditions including a standard office setting, reactive emergency, natural or man-made disaster, and routine peace keeping environments with travel to various locations to attend meetings or respond to major crime scenes, disasters or critical incidents; the employee is occasionally exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to sirens, firearm training, etc.; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.

Primary functions require sufficient physical ability and mobility to work in an office setting; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally climb and balance; to lift, carry, push, and/or pull light to moderate amounts of weight; to verbally communicate to exchange information; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to operate and use specialized law enforcement tools and equipment including guns and handcuffs; and to operate a vehicle to travel to various locations.
