This position announcement will be used to fill a full-time, permanent, safety-sensitive, Associate Director of Recreation (Recreation Administrator) vacancy in Recreation & Parks with Anne Arundel County Government.


NATURE AND VARIETY OF WORK


Work involves responsibility for planning, organizing, and directing the activities of the Organized Recreation Bureau of the Recreation and Parks Department.

Work includes developing new recreational programs, reviewing and improving existing programs, promoting programs with the public, and preparing annual budget estimates.

This employee supervises directly or through subordinate supervisors all employees of the Bureau.

Work is performed under the administrative direction of the Recreation and Parks Director, and is reviewed through conference and reports.


Examples of Duties and Knowledge, Skills and Abilities:

Plans, organizes, and directs the programs and activities of the recreation division; evaluates programs and personnel.


Supervises directly or through subordinate supervisors a large-sized staff of full-time and part-time employees engaged in recreational activities; directs recruitment, hiring, and assignment of personnel.


Develops new recreational programs; reviews and evaluates programs proposed by civic and related groups; reviews existing programs and implements improvements as needed.

Attends various meetings and speaks before civic, church, and related groups to promote and explain recreation programs and objectives.


Prepares, justifies, and administers the program budget; directs the preparation and maintenance of necessary records and reports; directs establishment and collection of fees; and monitors expenditures.

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the methods and techniques of recreation administration.

Thorough knowledge of the facilities and equipment needed in a comprehensive recreational program.

Knowledge of hazards and safety precautions necessary for protection of the public and employees in recreational activities.

Ability to plan, organize, and direct a comprehensive recreational program.

Ability to develop long-term recreational plans and programs.

Ability to make complex administrative decisions and to evaluate the progress and efficiency of recreational operations.


Ability to establish and maintain effective working relationships with county officials and employees, civic and other groups, and the public.

Ability to communicate effectively, both orally and in writing.

Minimum Qualifications:

EDUCATION:
Graduation from an accredited four-year college or university with major course work in recreation administration, sports management, public or business administration, communications, or a closely related field

EXPERIENCE:

Six (6) or more years of experience in recreation administration or a related field, including four (4) or more years of supervisory experience; and a valid non-commercial Class C motor vehicle operator's license.


Supplemental Qualifications:

Preference will be given to applicants who possess the following:

  • Intermediate skills in Microsoft Word, Excel, Google Docs.
  • Six (6) years experience in budget preparation and management of a multi-million dollar budget.
  • Considerable experience in day-to day-government (County and State) operations, including, but not limited to personnel, procurement, and budget.
  • Extensive experience in the hiring, training, organizing, and overseeing the schedules and workflow of the professional recreational program staff.
  • Familiarity with the Department of Recreation and Parks' services, programs, and facilities.
