General Description:


The Refugee Cash Assistance (RCA) Case Manager is responsible for effectively coordinating RCA benefits to assist refugees, asylees, Special Immigrant Visa holders (SIVs), and other Office of Refugee Resettlement (ORR) eligible beneficiaries with significant barriers and vulnerabilities to attain self-sufficiency through employment.

Under the supervision of the Resettlement Coordinator, the RCA Case Manager is responsible for determining and establishing eligibility for refugees and other ORR eligible beneficiaries for the RCA program.

The RCA Case Manager will also be charged with conducting monthly redetermination for eligibility for each case and case closures as necessary.


Essential Duties and Responsibilities include the following:

  • Client Services:
  • Conduct an intake assessment and orientation with clients eligible for RCA services.
  • Collect all proper immigration documents and determine eligibility within 30 days of entry into Arizona.
  • Verify enrollment in other programs prior to enrollment in RCA services.
  • Initiate RCA enrollment for all eligible clients in the Arizona Refugee Resettlement Program Database (ARRPODS).
  • Upload all eligibility and other requirement documents into ARRPODS.
  • Inform RCA client's employment specialist and case manager of RCA approval and enrollment.
  • Request an RCA payment card for enrollees upon approval.
  • Assist clients with receiving and activating their cards and support them with any issues they might face in accessing their cash assistance benefits.
  • Conduct monthly checkin meetings to assess the client's continued eligibility.
  • Document all interactions and services through case notes in ARRPODS.
  • Complete RCA case closure processes in ARRPODS upon completion of the RCA program or based on eligibility.

Maintain an established work schedule, including a high level of self-direction and responsibility. May include State and National travel.

Follow internal protocol immediately with regard to safety, health, and the environment of the member and employee workspace and workplace equipment.

Attend all required trainings and meetings.

Present a professional attitude and wear professional attire at all times.

Qualifications:

To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. Knowledge, Skill and Abilities:

  • Bachelor's Degree in social work, psychology, sociology or a related field required. Four years of related education or social service experience, preferably working with refugee or immigrant populations, and/or training; or equivalent combination of education and experience may substitute for a Bachelor's Degree.
  • At least two years of case management experience, preferably with refugee and/or immigrant populations, preferred.
  • Previous experience working with refugee and/or immigrant populations.
  • Provide and maintain, or be able to obtain, a current Level One Fingerprint Clearance Card, clear the Department of Economic Security Central Registry Background Check and a criminal background and motor vehicle screening; must maintain valid AZ Driver's License, a clear driving record and reliable transportation for the duration of employment.
  • Ability to work independently with high initiative.
  • Ability to travel to throughout the state or nationally as requested by supervisor

Language Skills:

Individual must have the ability to speak, read and write English. Ability to speak another language, preferably a language spoken by recently-arrived refugees, preferred. Ability to listen and perceive needs non-judgmentally and work with
