Summary:


Charlotte-Mecklenburg Schools Districts' property portfolio consist of more than 23 million square feet of conditioned space, more than 5000 acres of land and approximately 650 buildings plus 1500 mobile classrooms and mobile restrooms.


This position is responsible for leading the delivery of property and facilities management services for, an assigned portion of, the CMS Districts property portfolio.

Responsibilities also include providing property and facilities related expertise to support efforts that District schools and sites are operating effectively, and efficiently and in compliance with federal, state and local laws and regulations.


Provide property and facilities management to ensure first class client relationships and the delivery of exceptional customer service to each assigned school portfolio of each Senior Portfolio Manager (SPM).


Essential Duties:
(These duties represent a sample and may vary by position.)

Liaison and communication link between CMS Building Services and the individual school staffs (principals and site administrators) through Customer Service Center on various issues related to property and facility management and operations of each site.

Partner with CMS Maintenance Services, Custodial Services, Support Services, Real Estate and Facility planning, Environmental Health and Safety and other internal and external resources in support of CMS Building Services goals and objectives.

Conduct periodic facility/grounds inspections to identify areas of concern as it relates to general maintenance and repair and ensures all work orders are submitted and completed.

Conduct periodic condition assessments/ inspections to support the operations planning and decision matrix.
Conduct periodic health and safety risk assessments, identifying potential areas of risk and supporting corrective action plans.
Respond to and assist with managing emergency responses (24/7) as directed to avoid interruption to the school's education mission.
Manage Maintenance Services to prioritize urgent and routine maintenance work, conducting follow up, and identifying trends.

Participate in the effective adoption of performance metrics and analytical tools that effectively measure the operations of the facilities and generates associated reports.

Contribute to the facility inspection results to support processes, procedures and facilities operations.

Supervise maintenance and / or custodial services departments, customer service center, staff, project teams including contracted vendors as assigned by the Director this position would report to and with approval of the Executive Director for Facilities.

Acts in the absence of Directors of Maintenance & Engineering, Property Management and Custodial Services, as applicable.
Participate in Construction Management processes including plan reviews, construction progress meetings, closeout processes, building commissioning, and warranty issues resolution.
Assist with District compliance and mandated building codes, OSHA, health and safety standards, and state and federal laws.
Performs other duties of a similar nature or level as needed.

Education and Experience:
Minimum
Bachelor's Degree Field(s) of study: Engineering, Finance, Liberal Arts or Architecture construction will be considered
5 years of previous experience in property management required.

Desired
Master's Degree in related field

Licensing / Certification Requirements:
Certified Property Manager (CPM) - IFMA, or Facilities Management Administrator (FMA) - BOMA (desired).

Knowledge / Skills / Abilities:
Knowledge of structural, mechanical and electrical disciplines related to facility management requirements.
Knowledge of building codes, life safety codes, regulations and procedures.
Knowledge of facilities sustainment best practices.
Knowledge of North Carolina Public School Laws relating to school practices.
Knowledge of state laws relating to fiscal controls and budgetary guidelines.

Ability to exhibit attributes and skills in the following areas: leadership, effective administration and management, customer focus and satisfaction, and delivery of quality services and measurable results.

Ability to have a strong commitment to various process improvement strategies.
