In-Office Requirement:

The U.S. Postal Service, Office of Inspector General values teamwork and effective communication to nurture a dynamic working and learning setting. The position follows the agency's telework policy and mandates two days in-office per pay period. Remote work is not an option.

About the Cybersecurity & Technology Directorate:

The U.S. Postal Service aims to unite the nation through mail delivery and provide swift, reliable, and effective postal services daily.

The Cybersecurity and Technology Directorate aids in mitigating fraud risk, inappropriate data disclosure, and disruption of critical postal operations by ensuring USPS information resources offer the expected security, reliability, and value to customers.

The chosen candidate will manage staff activities conducting audits and reviews analyzing how Postal Service activities, organization, and policies align with its strategic goals. Being a go-to resource for the Cybersecurity & Technology Directorate, the role entails robust project management skills to plan, conduct, and execute audits and other tasks. Responsibilities include project and task management, collaborating with peers and ensuring progress towards targets. Duties include, but are not limited to, the following: Successful candidates should have relevant experience in:
  • Providing advisory service and policy interpretations in the audit field.
  • Scheduling projects and staff to meet organization's needs. Developing strategic framework for audit projects.
  • Leading audit projects to adhere to professional standards.
  • Guiding subordinates to meet audit goals.
  • Reviewing audit reports and interacting with management.
  • Delivering oral briefings to management. Conducting research on audit techniques.
  • Managing audit project data and preparing status reports.
  • Evaluating audit results.
  • Coordinating meetings and mentoring team members.
  • Conducting research on complex audit issues.
  • Representing the Inspector General's Office in high-level meetings.

Requirements

Conditions of Employment
  • Must be a U.S. citizen.
  • Must pass drug screening, background investigation, and obtain a Top Secret clearance.
  • Potential 12-month probationary period.
Qualifications

This role is at the Manager Band level, equivalent to a GS-14. The salary range is $133, $187, inclusive of locality pay. Visit OPM's website for locality details: 2024 General Schedule (GS).

Minimum Qualifications

Key requirements include: Four or more years leading complex audits at an Inspector General's office or similar. A degree in auditing or related field. Alternatively, a combo of experience and education plus relevant certifications.

  • Problem-solving skills and attention to detail.
  • Familiarity with auditing standards.
  • Professional certifications (CPA, CIA, etc.).
Evaluation Factors

Candidates must meet all evaluation factor requirements. Mastery in financial and performance auditing, understanding of agency audit functions, and effective communication skills are crucial.

Education should be from a U.S. Department of Education-recognized institution.
