Public Works Director

This position is responsible for the supervision and day to day operations of the Public Works Department.

This responsibility includes the planning, directing, and management of maintenance, repair of City streets and buildings, City equipment and upkeep, and collection of residential refuse.

This position is involved in the development of short and long term maintenance and improvement projects; preparation of various reports and annual budget documents; determining and administering operational policies and procedures in relation to other departmental and City policies; insurance adherence to safety standards; researching new methods and equipment; insuring compliance with personnel rules and the terms of labor contracts; and resolving the more difficult operational and maintenance problems in conjunction with the department's leadership team.

This position has the ultimate responsibility for the direction and supervision of all public works and subcontracted personnel.

Essential Job Functions

:


Plan, direct, and manage all public works operational activities for the City through delegation and teamwork with the department leadership team.

Ensure that city streets, alleys, storm drains, sidewalks, bridges, equipment, cemeteries, and government buildings / grounds are properly maintained.
Prepare department budget and control appropriation expenditures by analyzing and evaluating operational and cost savings measures.
Prepare and maintain various manpower, equipment, maintenance, and improvement programs.
Work with leadership team and other City employees to coordinate department activities with other stake holder departments / parties.
Attend City Council and Committee meetings as needed; make public presentations and respond to questions and comments.
Work with leadership team to respond to and resolve public complaints regarding department activities.

Investigate and assist with planning correction for all complaints issued by City residents pertaining to accumulating, collecting, hauling, or disposing of refuse, ashes, or rubbish within the City.

Provide communication to owners or agents of any valid complaints that need correction.
Review and approve department purchases, progress reports, employee timecards, and other department budgetary controls.

Conduct staff meetings with department leadership team on regular basis to create and maintain an environment of teamwork and respect.

Coach department leadership team to consistently utilize City adopted leadership models; ensure leaders hold direct reports accountable for meeting deadlines and objectives.

This position may be assigned to support critical City priorities during emergencies.

Knowledge, Skills, and Abilities

Candidates hired must satisfactorily demonstrate these factors during a prescribed probationary period for continued employment.


Ability to plan for needs and improvements in municipal and public works systems; develop department goals and objectives; develop department programs; effectively supervise direct reports in relation to department goals, objectives, and programs; evaluation program accomplishments in terms of end results.

Knowledge of methods, materials, and equipment used in public works maintenance, repair, and construction work.
Knowledge of occupational hazards and safety precautions applicable to the work being performed.
Ability to deliver projects and services within provided timelines and budgets.

Ability to establish and maintain effective working relationships with public officials, the Mayor, direct reports, contractors, other agencies, and the general public.

Ability to work outside of normal business hours for special projects or emergencies.
Ability to deal courteously and tactfully with the public.
Ability to express ideas, both orally and in writing.

Ability to develop and maintain an efficient and effective training program, in conjunction with department leadership, for Public Works employees.

Knowledge of budget development and collective bargaining.
Applicants for this position must have the following
:

Five years of work experience in project management, maintenance, or repair of public works activities.
Four years of administrative or supervisory experience.
Bachelor's Degree in engineering or management or a related field from an accredited institution. Experience may be substituted for degree requirement at a 1 year experience to 1 year of education rate.
Possess and maintain a valid State of Alaska driver's license throughout the duration of employment.
