As a regional procurement authority, the incumbent is responsible for the analysis and evaluation of contracting matters and the initiation, development and recommendation of contracting policies, procedures, guidance and control for all regional PBS contracting activities.  As a designated regional representative for this key policy area, he/she participates in the development of policy at a national level with Central Office, Office of Acquisition Policy, designated contracting experts from other regions and other high level PBS officials.
Develops and recommends contracting policies and procedures for regional PBS organizations.  He/she provides advice and guidance on contracting matters to top-level regional service managers.  He/she coordinates the regionwide PBS implementation of Government and GSA-wide acquisition policies directed by Central Office, Office of Acquisition Policy and national PBS acquisition officials.
As a Federal Acquisition Regulations (FAR) and General Services Acquisition Manual (GSAM) expert, serves as a procurement advisor and consultant for PBS contracting staffs in the region, ensuring they are kept up to date on all procurement policy changes including changes to the FAR and GSAM clauses.
Incumbent performs a variety of data analysis, management, and monitoring in relation to the integrity and oversight of key procurement related Electronic Information Systems (EIS).  EIS includes, but is not limited to, EASi FPDS-ng, SAM, and CPARS, a contractor performance system.
Demands of implementing, administering, and overseeing the procurement databases is especially challenging due to continual evolution and modification of software applications, requiring ongoing training and mentoring to personnel throughout the Service.
