An Overview

An Employment & Training Specialist provides career counseling, case management and placement services to Alexandria City residents. Employees in this class interview and assess employment and training needs, assist clients in developing plans for job search and/or training, develop relationships with businesses and community partners, and link clients to additional supportive services with community agencies. Supervision is provided by a Human Services Program Administrator who provides ongoing support to ensure that key performance indicators are met.

What You Should Bring

The ideal candidate should have good knowledge of employment and training needs of unemployed, economically disadvantaged individuals and those with disabilities; expert knowledge of and experience delivering services through, the Ticket to Work program; good knowledge of employment and training activities, program services and delivery systems; good knowledge of vocational and/or career counseling, and guidance principles and practices in group and individual settings; ability to identify relevant problems and needs of a targeted-population group and the ability to plan appropriate services in employability development programs; ability to maintain effective relationships with local agencies, organizations, and businesses; ability to interpret laws, policies and regulations to ensure adherence to Federal, State, local and agency standards, guidelines, regulations, policies and laws; ability to develop and maintain accurate records related to participant activities and services provided; and the ability to communicate clearly and effectively, both verbally and in writing.

The Opportunity
Serve as point of contact and direct client service provider for the Ticket to Work program. Serve as accessibility coordinator for clients of the Workforce Development Center. Collaborate with other Department of Community and Human Services offices to support mutual clients in the job search and Ticket to Work enrollment process. Engages the client through an assessment process, identifying and evaluating the client’s work experience, education/training skills, proficiencies, deficiencies, and job readiness ability, to determine client’s level of employability. Meets with team members, mandated partners, etc. as needed to address clients’ problems, employment needs, program participation and coordination of services. Maintains expert level knowledge on the Ticket to Work program, services and resources available with co-located and other community partners to effectively guide and help job seekers navigate the workforce and human service system in general. Record all activities in client files in a timely manner to satisfy local, State and Federal requirements. Ensures reports and clinical documentation are completed in a timely manner to satisfy local, State and Federal requirements.Plan and execute effective recruitment services to meet the needs of job seekers with disabilities, those seeking enrollment to the Ticket to Work program and employers through hiring events, job fairs, job lead sharing, and by expanding the utilization of WDC job board, and other platforms. Conducts workshops and training to support job seekers in developing career readiness skills and resources including resume writing, interviewing, networking, Ticket to Work program information and professional or essential skill development. Performs related work as required, accepts special projects and other duties as assigned.
About the Department

The City of Alexandria's Workforce Development Center (WDC), a proud partner of the American Job Center (AJC) network, offers employment and training services to job seekers and staffing solutions to businesses. We support Alexandria’s businesses by providing labor market information consultation as well as sourcing candidates who are skilled and ready to work. Job seeker services at WDC include access to a Career Center, career readiness workshops, career assessments and customized hiring events as well as eligibility based financial assistance for vocational training to earn industry recognized credentials in high demand occupations.

Minimum & Additional Requirements

Four-Year College Degree with completion of college-level courses in social science, guidance and vocational counseling, human service delivery systems, or a related field; one year of experience in vocational guidance and counseling; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

At least one year of experience in providing services to clients in the Ticket to Work program. Holds current Suitability Status through the Social Security Administration. At least one year of experience working in workforce development. At least one year of experience conducting informal assessments and the ability to correctly interpret said assessment. At least three years of strong case management and crisis intervention experience. At least one year of experience interpreting policy, analyzing labor market information, implementing best practices in case management, and adopting quality assurance measures. At least one year of proven experience working with diverse populations. At least one year of experience working on grant-funded projects/ programs. At least one year of proven ability in the use of Microsoft Office Products and database management systems. At least one year of prior experience developing and/or maintaining monthly workforce related statistical reports. Certified Workforce Development Professional (CWDP) or ability to earn this credential within 90 days of hire. Multilingual is an additional asset.
