Choose from hundreds of career possibilities - there's something for everyone Summary: This Personal Service Contractor (PSC) position is located in the Bureau of Overseas Building Operations (OBO), Construction, Facility, and Security Management Directorate (CFSM), Office of Construction Management (CM). The contractor assists the cognizant Branch Chief and/or Construction Executive in the maintenance program within assigned geographic regions. THIS IS A NON-STATUS, NON-PERMANENT POSITION. YOU DO NOT ACQUIRE A COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION. Major Duties: The contractor performs a wide range of construction management functions in support of the planning, implementation and oversight of the Department's overseas construction projects. Works with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of OBO Construction Operations projects. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to the following: Develops and implements a quality assurance program to ensure all construction work is performed in accordance with the terms and conditions of the construction contract. Implements procedures for maintaining internal control of government funds and materials. Prepares Independent Government Estimates (IGEs) for contract modifications and recommends negotiation efforts to execute contract modifications. Coordinates the efforts and schedules of all United States Government (USG) technical teams and other private contractors involved with the construction project. Expedites project close-out of the field office, reconciles all fiscal accounts, and disposes of all files and expendable property. Qualifying specialized experience must demonstrate the following: Experience in contracting and procurement processes for both the pre- and post-award environment. Experience advising and preparing statements of work, justifications, and other contractual documentation in support of contracted work associated with projects and providing input on contractors' performance. Experience interpreting plans, engineering and architectural drawings, and technical specifications for a variety of large and complex building projects that enables the contractor to investigate extensive changes in design specifications, construction and materials proposed by contractors or Project Directors in order to accommodate conditions at construction sites and to expedite construction. Experience in the theories and application of the latest state-of-the-art engineering principles that have provided a grasp of multiple engineering disciplines (including design, construction, mechanical, electrical, structural, etc), and the ability to incorporate these concepts into the design and on-going construction of embassies and other structures worldwide, enabling the contractor to serve as a recognized engineering expert and technical coordinator for all construction aspects of the project.
